Brig. Gen. Matthew S. Woodruff, Ohio adjutant general, was promoted to the rank of major general during a ceremony at the Maj. Gen. Robert S. Beightler Armory in Columbus, Ohio, Feb. 27, 2026. Woodruff, adjutant general since May 2025, serves as a member of the governor’s cabinet and is responsible for the administration and command oversight of the Ohio Army National Guard, Ohio Air National Guard and State Defense Force.

Maj. Gen. John C. Harris Jr., outgoing Ohio adjutant general, transferred authority and responsibility as head of the Ohio National Guard to Brig. Gen. Matthew S. Woodruff, incoming Ohio adjutant general, during a change of command ceremony at the Ohio Statehouse in Columbus, Ohio. Following the change of command, Harris officially retired after 44 years of military service, the last six as adjutant general, to begin his new state government role as director of the Ohio Department of Veterans Services.

A January change of command ceremony signified the transition from the outgoing assistant adjutant general for Army, Brig. Gen. Thomas E. Moore II, to the incoming one, Brig. Gen. Matthew S. Woodruff. Moore, a Cumberland, Ohio native, retires after a 33-year military career that includes service both on active duty and in the Ohio Army National Guard.
