THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT.  WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION.  THIS MAY BE A DEVELOPMENTAL POSITION. PROMOTION IS NOT GUARANTEED, NOR IS THE PROMISE OF PROMOTION IMPLIED.  PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE. DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.

 

DUTIES: This position is located in an information management organization.  The purpose of the position is to manage the development of the state’s enterprise Information Technology (IT) goals, objectives, plans and policies to include identifying business requirements for new systems and developing basic application requirements utilizing systems analysis principles and methods in coordination with area experts.  The work  directly supports the C4 requirement for developing and maintaining the state Strategic IT Plan which involves defining the current business and IT environment and projecting future requirements for fiscal and manpower resources for IT personnel and training.

 

GENERAL EXPERIENCE: Technical, analytical, supervisory, or, administrative experience which has demonstrated the candidate’s ability to analyze problems of organization, workforce, information requirements, etc. and provide systematic solutions; and the ability to deal satisfactorily with others.

 

SPECIALIZED EXPERIENCE:, (GS-11) – 36 months experience in which the applicant demonstrates:

1.  Experience in analyzing problems, gathering information, and recognizing solutions.

2.  Experience which demonstrates an applicant’s ability to communicate orally and in writing in a clear and concise manner.

3.  Experience in analyzing and organizing work processes into plans for computer solutions.

4.  Experience in a computer related field performing such tasks as translating logical steps into language codes, computer console operations, and scheduling the sequence of programs to be processed.

5.  Experience which demonstrates the accomplishment of computer project assignments that required a range of knowledges of computer requirements and techniques.  Qualifying accomplishments involve the following:  Knowledge of the customary approaches, techniques and requirements appropriate to an assigned computer applications area; planning the sequence of actions necessary to accomplish the assignment; and adaptation of guidelines or precedents to the needs of an assignment.

 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs):  GS-11

1.        Knowledge and experience with the different industry standard computer operating systems for both workstations and servers.  Strong consideration given to professional certifications such as CompTia A+, Network + and Microsoft Certifications.

2.        Knowledge and experience with Microsoft applications and operating systems.  Strong consideration given to professional certifications with Microsoft, Linux and Unix.

3.        Knowledge and experience with industry standard security training and certifications such as CISSP, CSCA and Security +.  Strong consideration given to professional security certifications.

4.        Knowledge and experience with the industry standard databases applications, i.e. Microsoft, Access, and SQL. Strong preference given to Microsoft Certified Database Administrator (MCDBA) professional certification.

5.        Knowledge of information technology security polices and practices in the federal government. Familiarity with AR25-1, AR 25-2 required.

6.        Knowledge and experience with web reporting.

7.        Knowledge and experience with forensic investigation of virus and intrusive attacks on computer networks.

8.        Knowledge in the Army logistic and property management procedures and regulations, and the ability to manage using data bases.

9.        Knowledge and experience with Army Information Technology data networks and video networks.

10.     Knowledge and experience with team leadership of technical projects.

 

SUBSTITUTION OF EDUCATION:  NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position.  An copy of the transcript must be submitted with the Job Application. Education must be directly related to the field of work. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week for 6 months of experience).   Maximum credit is 6 months of specialized experience.
