THIS POSITION IS BEING ANNOUNCED IN ACCORDANCE WITH STATE MERIT PROMOTION PROCEDURES AND COLLECTIVE BARGAINING AGREEMENT. WEARING OF THE APPROPRIATE ARMY/AIR UNIFORM IS REQUIRED WHILE EMPLOYED IN THIS POSITION. PERMANENT CHANGE OF DUTY STATION (PCS) FUNDS ARE NOT AVAILABLE. DUE TO MANNING RESTRICTIONS, THIS POSITION WILL BE FILLED WHEN MANNING AND FUNDING BECOME AVAILABLE.
Duties: This position is located at an Army National Guard (ARNG) Aviation Support Facility (AASF). The purpose of this position is to function as the commander of an AASF. The position supervises between 3 and 12 substantive General Schedule (GS) employees and a large (more than 30) wage grade work force. The GS workforce includes at least 2 fulltime GS-13 pilots who instruct and evaluate flying in advanced attack or heavy transport helicopters, or advanced instrument flight techniques, or instruct instructors in methods of instruction, or any combination for at least 50% of their work time.
GENERAL EXPERIENCE: Must be an Army rated pilot on flight status with a minimum of 36 months flight experience/training; be proficient in UH-60 OR CH-47 aircraft; possess the flight time established by the gaining command criteria, and the ratings required for the position.
SPECIALIZED EXPERIENCE: (GS-14) – 36 experience which has provided the applicant with the following:
1. Qualified Aviator on current NGB flying status.
2. Experience which demonstrates the ability to supervise through subordinate supervisors, or the potential to perform such duties as evidence by the ability to communicate, skill at applying human relations techniques and a knowledge of supervisory concepts.
3. Experience which demonstrates the ability to plan and organize work assignments for the function.
KNOWLEDGE, SKILLS AND ABILITIES: (KSAs): (GS-14)
1. Knowledge of flight safety regulations, practices and procedures, and submission of safety reports.
2. Ability to fly aircraft during the day or night over all types of terrain, and in any weather.
3. Ability to oversee and train subordinate supervisors, to deal objectively with workers and render sound supervisory decisions.
4. Ability to plan and organize the work of the assigned organization.
MUST POSSESS:
Must be a Senior or Master Army Aviator.
Must be on current NGB Flight Service Orders.
Must have current Class II Flight Duty Medical Exam (FDME) approved by U.S. Army Aeromedical Center, or have current DA Form 4186, Medical Recommendation for Flying Duty signed by Flight Surgeon.
Must be current in at least one type of aircraft assigned to AASF #1or 2.
Must be knowledgeable in Army National Guard Aviation Standardization and Training programs and Aircraft maintenance concepts and doctrine.

SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position. An copy of the transcript must be submitted with the Job Application. Education must be directly related to the field of work. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week for 6 months of experience). Maximum credit is 6 months of specialized experience.
